Once we're happy that we've got all of our ducks in a row for things like data deletion, we should enable the identity.fxaccounts.telemetry.clientAssociationPing.enabled
pref by default to ride the trains.

I read there is a legal requirement that Accounts automatically identifies and removes dormant accounts within 90 days of this going live. I don't see that filed as a blocker here (and don't know if it's actually filed anywhere to be hoenst) but wanted to comment so we don't lose track. I think we should have that planned, scoped, and on the roadmap before we consider enabling this. CC @jdavis
