When dragging a URL of a page with a Hebrew title to the desktop, the weblog
file name is junk

Reproducible: Always

Steps to Reproduce:
1. Go to the above page, or any other page with Hebrew title
2. Drag the URL from the address bar to the desktop

Actual Results:  
file name is junk

Expected Results:  
Either create a proper Hebrew filename, or fallback to the page URL as the file anme

Safari does the same thing.  The Finder doesn't want to accept Unicode strings
as a webloc drop, and UTF8 encoding results in a messed-up string.

Safari seems to do pretty well on this drag and drop.

Isn't this bug a specific subcase of bug 188432 and thus a duplicate?
