Cannot delete search suggestions from history

Steps to reproduce:
- Customize the toolbar and add the separate Search bar.
- Search for a term, such as "firefox".
- Click on the search bar to reveal the search history. See "firefox" with a clock icon indicating it comes from history.
- Select the "firefox" history item, either with down arrow or right-click.
- Press delete or shift-delete to delete the search item.
Actual results:
The search item appears to have been deleted, but as soon as you bring up the search suggestions it returns.
Expected results:
The search item should be removed and not show up again.
