Assuming the observer notifications for data channels in content processes become available in the parent process, we will still need to handle them in WebDriver BiDi, at least to add new tests.

"we will still need to handle them in WebDriver BiDi" -> does that mean this bug is for support in devtools/etc? Or is this a request to the networking team, and if so what exactly do you need us to do? Thanks!
