Scrollbars are rounded on all sides - where I thought they would fill the space and not have bits of background show through - which makes for a more complex appearance.
I understand that they are supposed to be floating and align with Win 11 style, what still makes their appearance surprising for me is that they are all the way in the corner and still rounded - the default windows one - as seen in settings and co - usually shows in an area that is not visibly ended, and also has some more spacing to the sides in places were that can be seen (e.g. notes). Windows also seems to focus on not showing any content behind them- making it appear floating, without actually floating.
The command line has them implemented slightly differently, and with the connection to the window that I was expecting. Mostly just to not see the little distracting glimpse of a different color behind the rounded box.
Attached a screenshot of what the scrollbars currently look like, and one of what I would expect instead.

This is somewhat intentional because it matches e.g. the Settings page etc. On the root of the page it might look worse, but on other places it might look better? Still given it only shows on hover and not rounding it matches macOS and other OSes, let's try to remove the special-case :)
