1905140 - Create a remote settings collection of common passwords to avoid

We want to ensure that users are making secure passwords. If we can obtain the list of common passwords (and parts of common passwords included) via remote settings, this will allow us to pull down that list, query it, and use it for password validation in the Backup dialogs. Some things to consider include:

• we have a GitHub repository of common passwords in https://github.com/mozilla/fxa/tree/3e1bed826b0e8346495ad6c0593ca5080c73a63a/libs/vendored/common-password-list/source_data
• we'll have to figure out how to add a collection. There are some docs that can help with that
