1905145 - Display an error message if password rules are not respected

Description

We should display a tooltip that outlines the password rules that need to be followed:

• minimum of 8 characters
• not an email address
• not a common password

There are inline icons as well:

• it seems that we show a warning icon if a rule is broken
• it seems that we should no icon if a rule is yet to be followed or be broken
• I don't know yet if we want to show any checkmark icon for rules being followed

Resolving as a DUPE of Bug 1896772 since my patch already implements the password rules tooltip.
