In bug 1900486 I added test conditions for the survey test to avoid a failure on debug builds in verify mode. To meet the rollout schedule, we have to uplift this into 128 beta, so I'm setting this aside for the moment to work on in 129/130. Ideally, fix the test so it doesn't need to be disabled in debug && verify
