I noticed recently that CaR desktop/mobile sp3 tests are not being run per m-c push anymore e.g 1 and 2. At the moment, it only runs on the ccar schedule, but before it was doing both
(note: i have not checked if this is the case with our non-CaR tests)

at the very least we should probably get android running per-push

it looks like windows is running on-push, but not the other platforms
could be related to the toolchain caching changes related to CaR from around last dec/jan/feb iirc

as part of the slack discussion related to https://bugzilla.mozilla.org/show_bug.cgi?id=1997603, it might make sense to instead use cron to control the frequency of sp3 CaR tasks rather than relying on the run-on-projects attribute
