1905391 - Chips partition limit phase 3

Description

As a part of rolling out chips partition limit we are taking a 3 phase approach

1. Enabled on nightly in dry run mode (Bug 1878391)
2. Enabled on nightly with dry run off and enabled on release in dry run (Bug 1905390)
3. Enabled on nightly and release, both with dry run off (this bug)

This bug covers phase 3: the necessary pref changes:

• chipsPartitionEnabled = true
• dry-run = false
