Currently, the UpdateInactiveExpanded action has a boolean to indicate whether to expand or collapse the inactive tabs section. Instead, we should either have an action for expanding and an action for collapsing OR have a single action for clicking on the section header and rely on the reducer to correctly invert the underlying boolean
