1905447 - Split `AppAction.UpdateInactiveExpanded` and `TabsTrayAction.UpdateInactiveExpanded` into two actions

Currently, the UpdateInactiveExpanded action has a boolean to indicate whether to expand or collapse the inactive tabs section. Instead, we should either have an action for expanding and an action for collapsing OR have a single action for clicking on the section header and rely on the reducer to correctly invert the underlying boolean

Closing this as won't fix. We should have one Action for the UI interaction and not rely on the Composable to know the correct expanded/collapsed state-based Action to dispatch.
