"Manage Account" requires logging in

STR:
- Sign in to sync
- Restart the browser
- Go to settings -> Account -> Manage Account
Expected:
- Manage account is shown without any need for login, because since bug 1878910, the browser and accounts.firefox.com should be sharing the same session token
Actual:
- You briefly see an message which says something like "General Application Error", before being shown a login screen.
It looks like there are multiple symptoms of the same underlying bug - Jon will either be reporting one or adding more info here, but it seems to report what turns out to be duplicates than assuming they are dupes when they turn out to not be.

Filed and linked two more seemingly related issues in the FXA tracker that Mark mentioned above.

See also bug 1907423 - while an explicit "manage account" must work without being signed in, I believe the desired behaviour is that just typing accounts.firefox.com in the browser should also show you as being signed in (that bug is to report that while for former does work on Desktop, the latter does not)
