Firefox Suggest suggestions are at the top of the screen, not near the bottom toolbar, when search engine suggestions are disabled

When the toolbar is set to bottom and "Show search suggestions" is disabled, observe that URL bar results are at the top of the screen (I believe they call this reverse gravity) when they should be at the bottom. This is most noticeable when there are only 1 or 2 results. It is a problem because the user has to stretch their thumb to the top of the screen to tap the result, which kind of defeats the purpose of having the toolbar at the bottom of the screen.
And just to be clear, this is not the same issue as the "reverse order of results when toolbar is set to bottom" (best/most relevant result at the bottom instead of the top when the toolbar is set to bottom), which I believe is already filed but I can't find it at the moment.
