sites showing "Website Certified by an Unknown Authority" block further network
traffic until dialog dismissed (maybe only in tabbed settings?)

Steps to Reproduce:
1. connect to https://www.online.petro-canada.ca/petro-points/join/join.asp?l=E
2. "Website Certified by an Unknown Authority" dialog pops up
3.
Actual Results:
open another browser window and try to load a page, or try to send an email.
notice that nothing happens. when dialog is closed, the page loads, and the
email gets delivered.
Expected Results:
being able to load pages and send email while this dialog is being shown
regarding a different page.

I'm seeing this all over the web today with build 2003012709. For example:
http://www.economist.com/displayStory.cfm?Story_ID=1522583
On that page, you get several of these, and it seems like if you "do not accept"
or "cancel," it just brings up another dialog box. The only way out is to accept.
Probably just some fallout from the recent changes. Upgrading to major severity.

The workaround is to cancel the dialog box twice. However, as of the Jan 28
build, you should not be seeing the dialog at trusted web sites such as
https://www.online.petro-canada.ca.

This could be a duplicate of bug 188856. Similar symptoms.

It is not a duplicate of 188856.
The reason why you saw "unknown authority" can be either bug 190394, which is
meanwhile fixed, or, can be caused by web sites configured incorrectly.
The problem that networking is blocked while that error message is shown is
already known. This bug is a duplicate of 101406.
