Seems likely to have been cause by a scotchBonnet change although I can reproduce without scotchbonnet enabled

The confusion here was that --urlbar-height was being calculated at startup and then subsequent changes to the layout did not affect the height of the urlbar, so starting with the switcher hidden then making it visible would give the correct height, starting with it visible then hiding it would always increase the height.

The affected CSS was already undergoing a big change in https://bugzilla.mozilla.org/show_bug.cgi?id=1902052 so I rolled the change into that one.
