STR:

1. Open Firefox nightly with "Fall Foggy Forest" theme is applied.
2. Open multiple web pages in tabs.

Actual result:
All tab borders are highlighted.

Expected result:
Only active tab border is highlighted.

Additional info:
Tested with the latest Firefox nightly Win64 on Windows 11 x64.

Reproduced the issue with Firefox 130.0a1 (2024-07-10) on macOS 14.
The issue is verified fixed with Firefox 131.0a1 (20240807215007) and Firefox 130.0b2 (20240807091924) onWindows 10, macOS 14 and Ubuntu 22.
