Steps to reproduce:

- Observe
Expected Behavior:
The cookie policy is loading
Actual Behavior:
A message informing about the refusal of cookie is presented which can not be dismissed
Notes:
- Reproduces in ETP Strict Mode only
- Reproduces in Firefox Nightly, and Firefox Release
- Does not reproduce in Chrome
