Taskbar pinning in policy should work for already installed addons (or removed addons)

So we added the policy to pin addons installed via policy, but it should also work if the addon is already installed.

Also, there was a bug that if the addon had ever been installed (end removed), it didn't get pinned. This was a bug where the addon pin location was preserved.

Chrrome has the ability to force pin via policy. Not sure if we should go that far...
We should remove that.
