When cookies are set to "prompt" and a cookie is written in the onunload event
an application modal dialog box is brought up asking whether the cookie is to be
accepted or declined when the window is closed. I would have thought as the
dialog only applies to the document and would be better suited to a document
modal dialog so the user can continue to use other windows. 

Reproducible: Always

Steps to Reproduce:
1. Set preferences to "Enable cookies" and "Ask about each cookie"
2. Ensure Chimera has no knowledge of the site, in this case alistapart.com
3. Open alistapart.com in a new window with no other tabs
4. Close the window.
Actual Results:  
An application modal dialog is activated, prompting whether to accept the cookie
or not.

Expected Results:  
A document modal dialog should be brought up as the message only applies to the
current document.

this is a dupe. the cookie dialogs are now all application modal because of
changes in the embedding layer.
