Steps to reproduce:

pressing enter on empty search bar no longer goes to google home page, was working okay on previous version

Actual results:

pressing enter on empty search bar no longer goes to google home page, nothing happens

Expected results:

Should have gone to Google home page

This was an intentional change, bug 1907034 comment 2 explains the reasoning.
