Steps to reproduce:
- Open a large PDF (e.g. the one found at https://developer.arm.com/documentation/ddi0487/latest/)
- Wait for PDF to load
Actual results:
Only a single page is visible at a time. It is not possible to scroll between pages. Scrolling within a single page is possible. It is possible to switch between pages using document outline or thumbnail views.
The different choices to select scrolling behavior are greyed out (see attached screenshot).
Expected results:
It should be possible to scroll between pages (behavior from Firefox 127).

This was an intentional change from bug 1895050 (ironically, also reported from a manual on ARM's site). Not closing this as WONTFIX as I believe the intent is that we'd eventually want to make changes to the PDF viewer to handle those pathological cases better so we don't need workarounds like this, but I'll wait for the devs to chime in on that.
