1907587 - Tidy up application provided WebExtension handling in the search service

Following on from the removals in bug 1906875, we can do some tidy up in the search service to remove integration points where we still have code for handling application provided WebExtensions. At some stage we also want to remove those from user's profiles (bug 1885953), but this is cleaning up other code as well, so landing it separate from that.
