Steps to reproduce
- Update to nightly 130.0a1 and open the app through the search widget
- Using the search widget opens the app with the toolbar selected with the keyboard open
Another way to reproduce it in debug mode.
- Clear storage/unistall app and rebuild.
- Finish all the onboarding.
- Navigation CFR will popup at the right place. Don't dismiss it.
- Put the app in background and open it through search widget. Search anything.
- Press the new tab button in navigation bar and CFR will show at the top.

Verified as fixed in the latest Nightly 130.0a1 from 07/31 with Google Pixel 8 Pro (Android 14) and Xiaomi 12 Pro (Android 13). The Navigation CFR is now correctly placed at the bottom of the screen.
