1907820 - Header cannot be pulled to scroll down

Steps to reproduce

1. Turn on the microsurvey feature from secret settings.
2. Launch a microsurvey via the prompt that appears after using print on a website
3. Try to close the bottom sheet by dragging the header down

Expected behavior

The microsurvey bottom sheet should be scrolled down

Actual behavior

The bottom sheet doesn't scroll at all

Any additional information?

Scrolling it up by dragging the header works.
