190836 - "Modern" theme is indicated as installed does not display. Obit 3+1 says installed isn't

Modern theme shows in TOOLS | PREFERENCES | THEMES AND EXTENSIONS but when
clicked on doesn't show as available. I tried using themes.html installer to
install from C:\PHOENIX\CHROME\modern.jar and it showed as "success" but still
not available for use.
Downloading morbit-1_2-20021031.xpi from themes.hmtl results in "success" for
installed but isn't available or listed. File is in C:\WINDOWS\APPLICATION
DATA\PHOENIX\PROFILES\DEFAULT\9R6KR6G1.SLT\CHROME
Theme "Classic" on my display is not Px Classic it is "Qute." I've never
downloaded or installed "Qute!"
Clicking to install "Px Classic" results in a "success" window but no classic
theme available other than the one that's Qute.
Right clicking on "Px Classic" results in "save link as" which gives error
message "the link could not be saved. The web page might have been removed or
had its name change."

Steps to Reproduce:
1. Download or install referenced themes from
http://texturizer.net/phoenix/themes.html or harddrive

Actual Results:  
Themes show as being installed successuflly but aren't.

Expected Results:  
Themes should install and display

This is NOT a rehash of 187126, XPI and Jar files can't be installed. 
Some can, some can't. 
Also the "Qute" instead of "Classic" theme is new AND the can't install "Modern"
theme is new.
