Impossible to reopen a new window if download manager is the last one on screen

Details
1. launch mozilla with MOZ_NO_REMOTE=1
2. download a large SW like mozilla, opening the download manager
3. close the main first mozilla window so only the download manager remains
in the task bar
problem: it's impossible to open a new browser window because ctrl-n
does not work, there is no menu for apps and no icons.
It's really a serious usability problem and it happens quite
often.
