Related to bug 1891008
Actually, we use geckoview-window-created to wait whether tab/window is created. But when it is observed, browsing context isn't valid yet. (This is observed when initializing GeckoViewNavigation).
WebDriver is fixed bug 1891008, so WebExtension code should use same way.
