[Affected Platforms]:
- Windows 10 x64.
- Windows 11 x64.
[Prerequisites]:
- Have the user.js file downloaded on your computer.
- Create a new Firefox profile using the
--first-startupflag but don’t open it.
[Steps to reproduce]:
- Navigate to the profile folder and paste the user.js from prerequisites.
- Launch the browser using the profile from the prerequisites.
- Observe the behavior.
[Expected result]:
- The “Embedded Import” spotlight is not displayed at first-startup.
[Actual result]:
- The “Embedded Import” spotlight is displayed.
[Notes]:
- This issue is reproducible with both Existing and Early Day Users experiments.

This was addressed with profileRestartCount > 0 in the experiment targeting. We concluded that it would be exceedingly unlikely for a user to see about:welcome after having restarted their browser at least once before, and accepted the risk as minor.

Hello. We were unable to reproduce this issue anymore using Firefox Release 131.0.3 (Build ID: 20241011205646), Firefox Release 128.0 (Build ID: 20240704121409), on Windows 10. Since the targeting of the experiment has changed to profileRestartCount > 0, it is now not possible to encounter this issue anymore regardless of the "--first-startup" flag being used or not. As a result I'm closing this as Verified Fixed, thanks!
