Bug 1901261 adds a new bookmarks toolbar button messaging surface. The initial experiment with this surface will include a lifetime frequency of 1, so new users will only see one button on startup. We want to land code to protect against multiple buttons appearing at the same time (like we do with Feature Callouts) to support having multiple experiments and/or a landed default experience in the future.
