2 years later, with the latest version of SeaMonkey, this bug (verified and not resolved) is exactly the same, and we already know the reason:
if "privacy.resistFingerprinting" is set to true the user-agent string immediately changes to
"User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:-1.0) Gecko/20100101 Firefox/-1.0"
This is reversible and repeatable indefinitely.
Doesn't anybody care?

This bug was declared as a duplicate in its title.
Because it has never been RESOLVED and is verifiable by anybody and everybody.
