Aarjav says implementing the accessibility reading order doesn't need to block our Nightly milestone, so I'm moving this bug to our Beta meta bug.

This issue is verified as fixed on Firefox Nightly 133 (2024-10-17) using a Samsung Galaxy S24 Ultra (Android 14) and Xiaomi 12T (Android 12). All the Custom tab menu items are reached with Talkback navigation gestures, in the listed order.
