All 3-dot-menus appear and then immediately fade away on shortcut tiles, after shift+reload on new-tab page

STR:

  1. Open a new tab.
  2. Hold shift and click the reload button (or do Ctrl/Cmd + Shift + R) to trigger a "hard refresh"
  3. Watch the area directly above the square "shortcut tiles" as the reload occurs.

ACTUAL RESULTS:
The 3-dot-menus for each shortcut tile briefly appear and then fade out as the reload happens.

EXPECTED RESULTS:
No such 3-dot-menus appearing; they're only supposed to show up when you hover the tile.

mozregression says this is a regression from bug 1859350. This is probably related to bug 1868232 which was a regression from that same bug, and was also a "content briefly/unintentionally appearing after a reload and then animating away" sort of issue. We probably want a similar sort of fix here.

Set release status flags based on info from the regressing bug 1859350

Here's a screencast showing the bug in Nightly 2024-01-10, where the 3-dot-menus are all clearly visible for a moment after I reload.

(In current Nightly, it's worse than what's shown here, because there are more things that are moving around at the same time, beyond just these 3-dot-menus. I'm going to file a separate bug on those more-things-moving-around which I'll link here in a bit.)

:mconley, since you are the author of the regressor, bug 1859350, could you take a look? Also, could you set the severity field?
