1909704 - Add three-dot menu to history and right-click menu for history and synced tabs

Implement these features in history, based on the spec:

• custom right-click menu (we are keeping the elements as links, so no change there). Please also add this to synced tabs, but hold off on the "close tab on device" feature.
• Reuse the same sorting options as what we have for firefox view
• tests (if we have missing test coverage please file a follow-up for that if needed).
