190973 - Offer Express Upgrade Option with Installers

Currently the full sea and component installers offer 3 options, Browser Only,
Complete and Custom.  I would like to recommend and Express Upgrade feature that
if chosen would read the components that were last installed and would only
upgrade those components.  Also after selecting this option it would be the
default install type.

For example:
- Uninstall Mozilla
- Install mozilla or first time install
- Choose Custom as the install Type
- Only check off: Navigator and Quality Feedback Agent
- Finish install

- Run install again
- Choose Express Upgrade and have it only upgrade the previous installed
components, ie: Navigator and Quality Feedback Agent.  Also choose Express
Upgrade for all future updates.

This feature would be helpful for both the full installer as well as the
installer stub that downloads individual components.

This feature would have been nice for Mozilla 1.4 and earlier, but would be a
great feature for a wrapper installer that pulls together all the future
independent components, Firebird, Thunderbird, GRE, IRC, etc.  Any hopes of
getting this built for either Mozilla or the future of 1.5 release, thanks.

I really wish this feature was available for Mozilla/Firefox, doing custom
installs on either released previews or aviary nightly would be so much easier.

If someone can please review this to see if there is a remote possibility of
getting this in for either Mozilla at any time or Firefox 1.0 that would be
great, thanks.

We need on bug to really get it done. Bug 168239 seems to be fine.
