If the user changes security.pki.crlite_channel from, say, "specified" to "all" and then back to "specified", the security_state directory will continue to contain the "all" artifacts until a new filter is published. This is because we store the loaded_into_cert_storage flag in the remote settings record cache. We should clear the loaded_into_cert_storage any time the user switches channels.
