Steps to reproduce:
Zooming in very high on a site, scrolling down shows a bar that covers the site and the site content is no longer visible. It seems to be a bug because of the toolbar.
Actual results:
The site content is no longer displayed in its entirety.
Expected results:
The site should display the content completely, without displaying that bar that takes up space when scrolling.

Thanks for the bug report. I agree that this does look like a regression from the new toolbar being tested in Nightly. I'll add this bug to our toolbar beta milestone.

Can reproduce this on any (from what I tested) website even with the new navbar disabled.
Interestingly I cannot reproduce on debug it reproduces only with dynamic toolbar enabled.

This seemed to be a recent regression - issue does not happen in 129 - beta but affects all websites in Nightly.
Using git bisect I found bug 1788504 to be the regressor.

I notice that this bug has been fixed in for the latest Nightly 131 updates. That layer is no longer displayed when zooming and scrolling.
