Steps to reproduce:

Have multiple Fireox windows open, and then click Exit. (have Startup-Open previous windows and tabs set to on. Click Exit, or restart Windows OS.

Actual results:

Reopening Firefox - the windows are in a different order. Each one does have the tabs that were open, but the order of the windows is different.

Expected results:

"Open previous windows and tabs" should retain the order of the multiple windows.
