Immediately after opening a custom tab the toolbar shows for a few milliseconds
- the defauls "Search or enter address" message
- the shield icon
Happens on all releases, with or without the navbar enabled, is a bug probably from the beginning of the feature.
Expected:
Don't show a pre-emptive security indicator and a toolbar title until we have the final values to display

Marking as a P3/S3 since it's an old bug that is not hindering usage and is happening so fast that users might not even see it.
