This also pushes the changes from rate-limiting on the instance to connection-limiting. bug #1910613

Grafana and Sentry look fine. I don't see any evidence there are problems. I'll keep tabs on Tecken prod for the rest of the week to see how the rate-limiting -> connection-limiting change fares.
