1911145 - Enable Felt Privacy mask badge on tabs tray button

For performance reasons, enable the mask badge on the tabs tray (feature from felt privacy) without checking the Nimbus feature flag. This mask badge should now be shown on both the old toolbar and the new navigation bar (toolbar redesign).

This perf issue is not a regression from the navbar, but checking the mask badge's Nimbus flag does contribute to the app startup time.
