The suggestion is to pin the viewport size tooltip displayed at the top-right corner so it's there all the time (event for new opened tabs). Currently it's there just when resizing the window.

Looks like they want the ruler to only be turned off when they want to disable it, so I assume this means surviving a reload (which it doesn't at the moment)
