Sync web-platform-tests PR 47435 into mozilla-central (this bug is closed when the sync is complete).

css/css-values/attr-invalid-type-008.html tests that fallback value
(i.e. \<declaration-value>) of attr() should have the same type as the
one specified in attr() (i.e. \<attr-type>). This is no more spec
compliant, see https://drafts.csswg.org/css-values-5/#attr-notation.
