I believe until android ships with fission by default we need this, specifically for android tests as well as linux tests as they give a good proxy for android.

hmm, this shouldn't be backed out, it didn't change any tests, I suspect the wpt backfill task is running a subset of tests that are failing. we should just skip that test.
