Steps to reproduce

1. Open a PDF file in Firefox.
2. Add a few images to the PDF file.
3. Open the More Tools menu from the Toolbar

Expected result

• The More tools menu should be on top of the image.

Actual result

• The added images are overlaping the Toolbar Menu.
