Steps to reproduce

  1. The user is on a phone and is in portrait mode
  2. The user sees the navigation bar for the first time

Expected behavior

The CFR shows only after the page has fully loaded

Actual behavior

The CFR shows prior to the page being fully loaded causing potential accidental dismissal of the CFR
