When a new content is opened without a page refresh, like when a dialog is opened, the keyboard focus should move to this new dialog's content - this is an expected behavior for a dialog pattern. In this case, the focus order is inconsiderate and navigation would be cumbersome for keyboard-only users (users with limited motor skills especially). This is an access-S3 issue since while the feature is somewhat available but it is difficult to use.
This appears to be an accessibility issue on the side of the chatbot service. Firefox team would need to pass this information to the provider, but until it is resolved, I'm marking this bug as stalled
.
