Currently Navigation Bar CFR shows up for all the users! New or Existing. We only want it to be shown to existing users.
Context : New users wouldn’t have been using the ‘old’ toolbar so as a user, having to step through onboarding screens and then having an additional ‘blocking’ pop up immediately after could be frustrating.
