A control that is not focusable with keyboard alone is a blocker for this flow - this is an access-S2 issue that makes this part of the UI inaccessible for users relying on keyboard alone, because they won't be able to navigate to this control and activate it.
Learn more about focus in the HTML Living Standard and about ways to develop an accessible keyboard interface with discernible and predictable focus indication in the W3C ARIA Authoring Practices Guide.
Note: This appears to be an accessibility issue on the side of the chatbot service. Firefox team would need to pass this information to the provider, but until it is resolved, I'm marking this bug as stalled
