Expected Behavior:

- Privacy.trackingprotection.allow_list.baseline.enabled set to true
- Privacy.trackingprotection.allow_list.convenience.enabled set to true

Verified, the issue is no longer reproducible with Strict ETP in Normal nor with Standard ETP in PBM with the exceptions enabled:
- Privacy.trackingprotection.allow_list.baseline.enabled set to true
- Privacy.trackingprotection.allow_list.convenience.enabled set to true
Tested with Nightly 143.0a1 (2025-07-31) on Windows 10.
