this will track the work for various improvements to reduce the noise from handling intermittents and making the bugs and processes more actionable.

fixes to treeherder intermittent failure view:

1. strike through closed bugs
2. drop down multi select for product/components
3. graph at the top of "orange factor" to have % failed vs total tasks ran (this could be another field in the table below)
   3.1) fix bugzilla addon for "orange factor" to have a representative graph
   3.2) ensure the "orange factor" graph on intermittents view updates with filters
   3.3) figure out how much data we have available for history- 14 months would be more ideal

adding some bugs that make data more accessible
